Wilbur found out through Lacey that the three gangs ran a few illegal businesses in human trafficking, drugs, and smuggling
imported goods. Those were their main sources of ie.
Even the Wencoven police had to keep their heads down if they were to bump into these top dogs at the station.
Despite the fact that the gangs weremitting terrible offenses, they never made a move on any locals, and that was how things
had always been.
If the locals could not afford to pay them the protection fees they charged, they would even think of ways for you to make money.
Of course, none of these ways would be legal.
After that, Lacey spoke about a few large-scale legal businesses and how they had pretty much monopolized all the people's daily
needs. By the tshe was done expressing her views on them as well, dinner had almoste to an end.
